Guys please! How can I get his attention? Short question :)?

Okay so I've liked this guy for two years now. He's 18 I'm 16. He's told my friends how pretty I am and even told me how he thinks I'm pretty and cool and even more but every time he asks me out he bails before the date and he'll say he wants to see me but not reply to my texts! What's up? (SN: he could have any girl he wants, but won't date any of them!)
