In a global recession, should a business do this...?

I really don't know what you are talking about with the term "widespread redundancies". It does not matter whether there is a recession or not a business needs to do what works. If customers like a product or service then the business needs to promote that product or service. Obviously it costs less to sell lots of the same item as opposed to having to introduce something new all the time.
